  The Department of Health and Human Services is the United States government's principal agency for protecting the health of American citizens and providing essential human services. It oversees a broad range of agencies; agency structure is detailed on its organizational chart. The site contains a broad range of information resources, including factsheets and news releases.

Health Care Financing Administration

  HCFA is the federal agency that administers Medicaid, Medicare, State Children's Health Insurance Programs (SCHIP), and their related managed care plans. Their website contains information on these programs, as well as statistics, government research, and information on laws and regulations.

  The Administration for Children and Families within the Department of Health and Human Services is responsible for federal programs that promote the economic and social well-being of families and children.   The National Council on Disability is an independent federal agency making recommendations to the President and Congress on disability policy and representing all people with disabilities, regardless of severity, age or cultural background. Substance Abuse and Mental Health Services Administration

  The Substance Abuse and Mental Health Services Administration is the Federal agency charged with improving the quality and availability of prevention, treatment, and rehabilitative services for those dealing with substance abuse and mental illness. Wisconsin Primary Health Care Association (WPHCA)

The Henry J. Kaiser Family Foundation

  The Henry J. Kaiser Family Foundation is a philanthropy focusing on the major health care issues facing the nation. The Foundation serves as an independent voice and source of facts and analysis for policymakers, the media, the health care community, and the general public. Among their projects are analyses of Medicaid and the uninsured, minority health, and the health care marketplace. One useful tool is their state health facts page, which includes both aggregate information on the US and information on Wisconsin.

Kaiser Network

The Children's Defense Fund

National Assembly of School Based Health Care

The Annie E. Casey Foundation

  The Annie E. Casey Foundation provides grants to public and nonprofit organizations to strengthen the support services, social networks, physical infrastructure, employment, self-determination, and economic vitality of distressed communities with the intention of meeting the needs of disadvantaged children. They are best known for their Kids Count project which is a national and state-by-state effort to track the status of American children. Their site contains downloadable versions of several reports and publications including their interactive online Kids Count Data Book which has comprehensive data on national indicators of child well being.

The Waisman Center

  The Waisman Center at the University of Wisconsin-Madison is one of 14 national centers dedicated to the advancement of knowledge about human development and developmental disabilities through research and practice. They are housed in an eight-story, 120,000 square-foot building, with 42 research laboratories, 7 clinics, 3 biological (clinical) laboratories, and a preschool. Their site has a substantial archive of publications, descriptions of their current projects, and parent resources.

Wisconsin Council on Children and Families

  The Wisconsin Council on Children and Families is a nonprofit, multi-issue child and family advocacy agency headquartered in Madison and Milwaukee. The council promotes the well-being of children and families in Wisconsin by advocating for effective and efficient health, education, and human service delivery systems. Their site contains details about their W-2 Watch project, their Wisconsin Budget Project, and their Great Beginnings (early childhood brain development) project, as well as links to their publications.

Families MAP Project
  The Families MAP project is dedicated to creating a managed advocacy program to complement the proliferation of managed care structures in Wisconsin. The main page contains a description of the project, a copy of the project abstract and links to the pilot projects in Dane, Milwaukee, and Chippewa counties.

Technical Assistance Alliance for Parent Centers
  The Technical Assistance Alliance for Parent Centers is funded by the US Department of Education to serve as the coordinating office for the Technical Assistance to Parent Projects. The Alliance focuses on providing technical assistance for establishing, developing, and coordinating Parent Training and Information Projects under the Individuals with Disabilities Education Act. Their site features a comprehensive database of resources for parents of children of special health care needs, as well as links to parent centers across the country and an index of upcoming legislative issues.

IDEA Practices
  The IDEA Partnerships are four national projects funded by the US Department of Education's Office of Special Education and Rehabilitative Services that inform professionals, families and the public about the Individuals with Disabilities Act and strategies to improve educational results for children. Their site contains a news archive, as well as legal information, and a comprehensive factsheet list.

Special Child
  Special Child is an online publication dedicated to parents of children with special needs. The publication is clearly organized, with success and horror stories of parents of children with special health care needs. The publication also features a comprehensive but lay-person accessible legal issues page and a nifty bulletin board.

Family Voices
  Family Voices is a national, grassroots clearinghouse for information and education concerning the health care of children with special health needs. They monitor public and private sector health care changes that affect children and families through the collective efforts of member families. Their site contains descriptions of their current projects as well as archived publications, a search engine, and a good resources page.

Parenting Children with Special Needs
  Part of the About.com network, this page contains a broad range of feature articles on parenting as well as disorder specific information regarding children with special health care needs.

Internet Resources for Special Children
  The IRSC is a nonprofit web site which provides parents, educators, medical professionals, and caregivers with information regarding children with disabilities with the aim of increasing these children's quality of life and public awareness of the issues surrounding them. The site serves primarily as a web-portal, with a good links page archived by disorder, which is often updated.

National Alliance for the Mentally Ill Youth Medicaid and Mental Illness

  This sub-page of the website of the National Alliance for the Mentally Ill contains facts about Medicaid and children with mental health care needs.

The ARC of the United States
  The Arc is a national organization of and for people with mental retardation and related developmental disabilities and their families. They represent over seven million children and adults with mental retardation and their families. Their site features a comprehensive factsheet list as well as a publication and video archive and descriptions of their public policy initiatives.

Autism Society of Wisconsin
  The Autism Society of Wisconsin provides support and information to the autism community in Wisconsin through an annual conference, a free quarterly newsletter, and a Wisconsin directory of people offering information and assistance. They provide a consumer guide to in-home therapy providers, and information on legal rulings concerning autism as well as links to local groups.

Special Needs Network for Military Families
  The Department of Defense Special Needs Network provides a variety of information and listings for military families of children with special health care needs. The site features a confidential members network through which families and service providers can exchange information. The site works in collaboration with the Exceptional Family Member Program, which is offered in each service branch, has a membership of over 100,000 service men and women, and provides referrals for families with special needs.

National Policy Center for Children With Special Health Care Needs
  The National Policy Center for Children With Special Health Care Needs was established through a cooperative agreement with the Maternal and Child Health Bureau, HRSA, and DHHS. It promotes comprehensive, family-centered systems of care for children with special health care needs and their families. The Center is committed to producing information that is relevant to benefit managed care organizations, state agencies, families and program administrators. They are research oriented, and their site has descriptions of their projects and products, as well as a list of publications available.

Waisman Early Intervention Program Parent Projects
  Waisman Early Intervention Program Parent Projects provide leadership training and support to parents of children with special health care needs so that they may more effectively obtain services they need and have a positive impact on the service delivery systems in Wisconsin through advocacy, participation on advisory committees and direct program participation.

National Information Center for Children and Youth with Disabilities
  NICHCY is the national information and referral center that provides information on child disabilities and disability-related issues for families, educators, and other professionals. They have dual sites in English and Spanish, as well as publications in English and Spanish. In addition their site features factsheets and a news digest.

The Consortium for Citizens with Disabilities
  The Consortium for Citizens with Disabilities is a coalition of 100 national disability organizations advocating for national public policy that ensures the self determination, independence, empowerment, integration and inclusion of children and adults with disabilities. Their site features a legislative issues index. In addition they have commissioned several issue task forces that focus on child care, developmental disabilities, health, welfare policy, and other issues.

Managed Care for Children with Special Health Care Needs
  This page of the American Association of Pediatrics website features information resources on managed care for children with special health care needs.

DHFS Facts for Families
  The Program for Children with Special Health Care Needs (CSHCN), in the Wisconsin Division of Health webpage is designed to help families evaluate whether they are eligible for programs and services that assist children with special health care needs.

Parent Education Project of Wisconsin
  The Parent Education Project of Wisconsin is an independent, not-for-profit agency serving families across Wisconsin. They focus on special education, disability rights, and improving public education for children and youth with disabilities.

The Family Village
  The website of the Family Village attempts to integrate information, resources, and communication opportunities on the Internet for persons with cognitive disabilities, their families, and those that provide them services and support. The site features a "coffee shop" for networking, a bookstore, a "shopping mall" for assistive technology, and other resources.

Center for Health Care Strategies
  The mission of the Center for Health Care Strategies is to improve the delivery of health services to vulnerable and special needs populations. Its site contains descriptions of its Medicaid Managed Care Program, its Building Health Systems for People with Chronic Illness Program, and its Improving Asthma Care for Children Program, as well as a publications index.

Parent Advocacy Coalition for Education Richts (PACER)
  A national center based in Minnesota whose mission is to expand opportunities and enhance the quality of life for children and young adults with disabilities and their families, based on the concept of parents helping parents.

Wisconsin Coalition for Advocacy (WCA)
  The mission of the WCA is that all persons with disabilities and their families shall be empowered to exercise and enjoy the full extent of their rights and to pursue the greatest possible quality of life.

Parent to Parent of Wisconsin
  This program helps with the multitude of issues that parents face every day by matching them up with other parents with similar experiences. They do not have a website at this time but click here for their brochure.

  Med-Help is a nonprofit consumer health information source featuring discussion forums, a patient help network, and a health news wire.

Health Finder
  Health Finder is a gateway to consumer health and human services information developed by the US Department of Health and Human Services. Their site features many useful tools including factsheets indexed by disorder, links to government health news and online health media, online journals, medical dictionaries and other databases, as well as consumer information.

  Federal statutes and regulations can be found at the US Government Printing Office website. From there you can access the daily federal register, an index of past registers, an index of federal regulations, an index of public laws, a weekly compilation of presidential documents, as well as the GPO search engine.

Wisconsin State Statutes and Regulations
  Wisconsin state statutes and regulations can be found at the state legislature's website. From there you can access the state administrative code and register, an index of state statutes, and an index of legislative acts.

Bazelon Center for Mental Health Law
  The Bazelon Center for Mental Health Law is a nonprofit legal advocacy organization based in Washington D.C. who advocate for people with mental disabilities. Their site contains information on the American's with Disabilities Act and mental health issues, advocacy resources for children with mental disabilities, and a powerful search engine.

National Health Law Program
  The National Health Law Program (NHeLP) is a national public interest law firm that seeks to improve health care for the working and unemployed poor, minorities, the elderly and people with disabilities. NHeLP serves legal services programs, community-based organizations, the private bar, care providers, and individuals who work to preserve a health care safety net for the millions of uninsured or underinsured low-income people. Their site has a comprehensive set of information resources, including a health news wire, links to the federal register a searchable publications index featuring reports, manuals, and reference documents, as well as resources on immigrant health, child health, and Medicaid.

The Urban Institute
  The Urban Institute is a nonprofit policy research whose goals are to improve government decisions and their implementation, and increase citizens' awareness about important public choices. Their site is an excellent research tool and can be searched by topic, keyword, author, and time of publication. The UI primarily performs research on the impact of federalism on social welfare, as well as detailed policy briefs and economic analysis.

Center on Budget and Policy Priorities
  The Center on Budget and Policy Priorities specializes in research and analysis oriented toward policy at both federal and state levels. The Center examines data and research findings and produces analyses designed to be accessible to public officials, other nonprofit organizations, and the media. They report extensively on health issues and welfare policy as well as a host of other issues.

Maternal and Child Health Policy Research Center
  The Maternal & Child Health Policy Research Center is a health policy group that focuses on the financing, delivery, and quality of health services to children. Their site details their current projects, and a comprehensive publications database.

Institute for Child Health Policy
  The Institute for Child Health Policy is headquartered at the University of Florida focuses on issues of health care access, utilization, cost and quality, with a special emphasis on children with special health care needs. They research, evaluate, formulate, and advance health policies, programs, and systems that promote the health and well-being of children and youth. While they report on a variety of issues, much of their research focuses on children in managed care.

Health Affairs
  Published by Project HOPE, Health Affairs is one of the nation's leading journals of health policy. They report on a broad range of health issues, and their site holds both the current issue and archive copies of back issues.

State Coverage Initiatives
  State Coverage Initiatives is a Robert Wood Johnson Foundation-sponsored program aimed at improving the practical capabilities of state governments to plan, execute, and sustain health care coverage expansions to the previously uninsured. Their site features issue briefs and case studies, including a brief on BadgerCare, a nice glossary of coverage related terms, and a comprehensive links page.

The Commonwealth Fund
  The Commonwealth Fund is a private nonpartisan foundation that supports independent research on health and social issues and makes grants to improve health care practice and policy. The Fund’s two national program areas involve health insurance coverage and access to care and improving the quality of health care services. Their site has publications on child health, Medicaid, the uninsured, and quality of care for underserved populations, among other topics.

Rand Health
  Rand Health is a research division within the Rand Corporation -- one of the original think tanks. They perform research on a variety of health issues and have a well-indexed archive of publications on their site, which features a powerful search engine.

Institute for Healthcare Improvement
  The Institute for Healthcare Improvement is an independent, nonprofit organization working to improve health care systems in the United States, Canada, and Europe by fostering collaboration among health care organizations. They hold regular conferences worldwide, and offer a variety of resources and teaching tools for health care professionals.

Center on Budget and Policy Priorities
  The Center is one of the nation's premier policy organizations working at the federal and state levels on fiscal policy and public programs that affect low- and moderate-income families and individuals.

Center for Studying Health System Change (HSC)
  The mission of the Center for Health System Change (HSC) is to inform policy makers and private decision makers about how local and national changes in the financing and delivery of health care affect people. HSC strives to provide high-quality, timely, and objective research and analysis that leads to sound policy decisions, with the ultimate goal of improving the health of the American public.
